Todd Helm is a candidate to serve as Representative of the 10th Congressional District of North Carolina in the 2024 November election. He is seeking to change our culture of government. He leads with Boldness, Perseverance, and Compassion.
Helm is endorsed by the Constitution Party of North Carolina. The Constitution Party is a coalition of republican and democratic voters who want common sense policies, real dialogue, and functional government. We value the Constitution. We Welcome You!
Why are constituents voting for HELM ?
Reason #1 DEBT
Helm identifies federal debt as the biggest issue facing America today.
The one way to manage national debt is to stop adding to it.
We can balance the budget and we must.
Young voters, the people who have to pay off the debt, support Helm.
For 40 years, republicans and democrats have been over spending and under funding government.
If we keep electing them, we will keep getting imbalance.
Reason #2 IMMIGRATION
America needs to write and to enforce laws to fix immigration.
Putting the issue off until after the election season is not a solution.
With perseverance and focus we need to debate and pass new laws. Immigration law is law;
immigration law should be carried out at every level of law enforcement.
Legal immigrants support Helm.
For 40 years, republicans and democrats have increasingly failed to write and enforce laws on
immigration. If we keep electing them, we will keep getting gridlock.
Reason #3 LIFE AND FAMILY
Protecting human life and correctly defining family are essential matters.
MARRIAGE MEANS ONE MAN, ONE WOMAN, ONE LIFELONG UNION.
Every child deserves a father and a mother.
Abortion is wrong. Seeing a presidential candidate campaign on a woman’s singular right to kill her
baby is not normal. US taxpayer dollars should not be used to perform or promote abortion.
Homosexuality is wrong. The LBGTQ agenda is morally bankrupt. It is not a human rights issue – it is
sin. As with alcoholism, no government worker should ever defend or encourage such a lifestyle
choice to our children. US taxpayer dollars should not be used to promote or protect homosexual
behavior.
Republicans and democrats have failed to speak the truth about human sexuality. If we keep
electing them, we will keep getting Hollywood pornography in the place of honest answers.

Principles that Guide the formation of good immigration policy
America enjoys a culture of hospitality, free enterprise, and the rule of law. Let us enter into the task of drafting, passing, and enforcing new immigration law with these five principles in mind.
A. Humans have great value. Being wonderfully made and having life is a sacred experience.
B. Those who are in authority protect. Parents protect children. Children are under the authority of parents and care for children is the responsibility of parents. Governments protect citizens. The U.S. government protects U.S. citizens. In addition to protecting its citizens, the U.S. government recognizes the importance of protecting those who are vulnerable and includes widows, orphans, and travelers among those who are vulnerable.
C. Assimilation with U.S. culture and compliance with U.S. law is expected. All persons within U.S. boundaries including U.S. citizens, documented aliens, and illegal aliens must comply with the law. The desire to assimilate to U.S. culture and to comply with U.S. law is a pre-requisite for U.S. citizenship.
D. Good governance is orderly, affordable, and efficient. The process for immigration into the U.S. brings into consideration complex details.
E. People are encouraged to bloom where they are planted. Governments compete for the presence of new workers within their labor force and new citizens within the fabric of each nation. America will not be the final destination for every person who moves across a national boundary. America values travelers, exchange across cultures, and reciprocity in the fair treatment of citizens
and travelers.
While some focus on keeping the border open and others focus on keeping the border closed, the vast majority sees value in immigration and recognizes the need for an efficient process that allows for people to move across borders in a legal and orderly manner. By applying the five principles, legislators can identify changes to policy that represent common ground.
The process of implementing new immigration policy should move toward every American knowing the law regarding immigration, expecting full compliance with that law, and being willing to participate in the fair, hospitable, orderly application of the law. Our nation has not yet achieved the transparency in our own immigration policy that we desire.

Opiti Interview With Helm
Statements for the national dialogue on good immigration policy
Having met with District Ten voters on Tuesday, 8 October 2024 and having reflected on issues related to and the complexity of immigration, I want to offer these policy statements for consideration in the national dialogue.
What shall we do with asylum seekers? Persons who enter under the claim of asylum and who do not meet the requirements to be granted that status are to leave the territory of the U.S. There is no pathway to citizenship for persons who have entered by claiming asylum and who are not authorized and qualified to receive that status.
How quickly shall unqualified asylum seekers go out? Persons who have claimed asylum and have been judged not qualified for that status are expected to leave within 90 days of the date when the first ruling is handed down. (The number, 90, may be debated and reduced. Perhaps 7 or 3 is a more appropriate number. ) The cost of exiting the U.S. is to be paid by the unsuccessful asylum
seeker and not by the U.S. government. Any appeal by an individual for a different ruling on asylum must be made from outside the territory of the U.S.
How quickly shall undocumented persons go out? Persons who have entered without papers are expected to leave within 90 days of a declared date. (Again, the number, 90, may be debated and reduced. Perhaps 7 or 3 is a more appropriate number. ) The cost of exiting the U.S. is to be paid by the undocumented immigrant and not by the U.S. government.
What about undocumented immigrants and unsuccessful asylum seekers who do not go out? A fine shall be charged to persons who do not comply. The fine shall be paid 75% to the state government and 25% to the federal government. Each state may fix the amount of the fine between a minimum of $4,000 and a maximum of $100,000.
Is there any other penalty for those who do not comply with immigration law? A pathway to citizenship is denied to persons from two groups: those who make an unsuccessful asylum claim and those who enter in an undocumented manner.
How shall the law be enforced? Every ruling handed out by the immigration court system shall be communicated to the Department of Motor Vehicles for each state. It is legal and acceptable for a drivers license from any state to note the immigration status of the person.
– U.S. citizen
– Temporary Protected Status (TPS) until _enter the date of the first scheduled ruling_
– Visa valid until _enter the ending date on the visa_
Note: Every person with a U.S. passport has been granted U.S. citizenship.
What about the extension of social services to non-citizens? It is unlawful for non-citizens to partake in social safety net services extended to U.S. citizens by the U.S. government. Private citizens solve problems and non-citizens may receive social services from non-government organizations that do not apply for or receive government funding. An NGO that receives U.S. government grants is not eligible to extend social services to non-citizens within U.S. boundaries. NGOs that do not receive funds from the U.S. government may serve citizens and non-citizens within U.S. boundaries.
What about education services? Education services are under the control of state governments. It is normal and ordinary for a state to extend educational services to U.S. citizens. Each state may determine when education services are extended to persons with TPS or to persons with a visa. It is not normal for a state to extend education services to non-citizens, to unsuccessful asylum seekers,
or to illegal aliens.
What about children? Children under the age of 18 are not allowed to cross U.S. borders apart from their physically present parent. Children who are born in the U.S. are U.S. citizens and are under the charge and responsibility of their parents until the age of 18. It is not the responsibility of the U.S. government to provide for minor children. Children who hold U.S. citizenship are expected to live
with and under the charge of their birth parents in the nation of citizenship of the parents until the age of 18 when the child becomes an autonomous voting citizen of the U.S. and may choose to live as an autonomous working adult in the U.S. Children age 18 to 21 remain under the care and responsibility of their parents while they are in school and are not eligible to receive assistance from the U.S. government.
What limits the number of immigrants entering each day? The U.S. government recognizes the movement of U.S. citizens into and out of the U.S. at identified ports of entry and exit at many hours and virtually without limit.
This is not the case for non-citizens. Provision of immigration services and consideration of particular individual non-citizen needs takes place for eight hours on work days, Monday through Friday, five days a week. The number of persons entering the U.S. in one day shall not exceed the capacity of our immigration system to rule on and process new entries within that eight hour calendar day. A backlog in processing immigrants who are already in the system is reason to close the border until the backlog is processed and the system resumes a normal flow.
Is immigration a long process? The U.S. immigration system is a long process and that process must correctly consider details and make decisions based on complex details. Should the U.S. continue to accept asylum claims made on U.S. soil? It is wasteful for our system to require years to adjudicate a case while the potential immigrant sits idle without working. Persons who claim asylum upon entering the U.S. are often unqualified to work in the U.S. until their individual case is ruled on. For nations other than Mexico and Canada, nations that do not share a geographic boundary with the U.S., any asylum claim must be made and decided upon while the
immigrant is outside the U.S. Given the absence of civil war in Mexico and Canada, any asylum claim from a resident of these two neighboring nations can be decided in a relatively short period of time.
How will the backlog in processing immigration applications be dealt with? By closing the border to non U.S. citizens the U.S. system can gain time to catch up and erase the backlog in case processing.

Were you saddened by the broadcast that took place nationwide, in prime time, during the Opening Ceremony of the 2024 Olympics?
Mr. Helm and the HelmforCongress campaign committee disagree with zeal, the decision made on
Friday, July 26 th , by NBC and NBC affiliate stations like WXII-12 in Winston Salem, to broadcast video
images that were clearly intended to depict freedom as acting out immoral expressions of human
sexuality. NBC’s decision works to further erode the institution of family which is one of the building
blocks of civil society and a sphere of life over which the God of the Bible clearly declares, “Mine.”
God created human sexuality. Within the context of marriage, it is a beautiful thing. Secular culture
takes created order and ideas that are good and twists them into concepts that are broken and
deceptive. This campaign is part of a national movement of people who wrestle against many
aspects of today’s culture. Together, we desire to reclaim the arts, television and other aspects of
culture.
In the 1700’s, when our nation was founded, faith was public and immorality was hidden. We have
experienced years and years of declining public morality. Today, immorality is public. And, it is as if
faith and the expression of traditional Judeo-Christian ethics should be silent, in a closet, not in the
public square, not in the classroom. This is part of the deception of the secular worldview. Mr.
Helm and the campaign subscribe to a Biblical worldview.
We need people of faith in all aspects of civil government. I will respond to the secular worldview in
the same way that I have responded to the Muslim worldview over the past 20 years, with boldness,
perseverance, and compassion.

How does a third party candidate get elected in North Carolina in 2024?
January 18, 2024 Helm decides to run as an unaffiliated candidate and files a petition with the State
Board of Elections in Raleigh to compete in the race to represent the 10 th Congressional District of
North Carolina.
January 19 through March 5, 2024 Helm creates a website, holds a press conference, talks to
neighbors, listens to voters, and collects signatures for the petition to be added to the ballot as an
unaffiliated candidate.
March 6, 2024 Helm turns in 676 signatures to the State Board of Elections (SBOE). This number is
short of the 7,902 signatures required. Individual candidates are required to collect the signatures
of 1.5% of the registered voters in the district of the position sought. An unaffiliated candidate for
Governor, a statewide race, needs 83,000 signatures. Helm chose to turn in the signatures a day late
so that the board would not see any need to spend state resources to validate the insufficient
number of signatures that had been collected.
May 2024 The Constitution Party finished collecting the 13,865 signatures required for a party to
qualify to be on the ballot. Parties are required to collect the signatures of 0.25% of the registered
voters in the state. The Constitution Party submitted 14, 504 signatures.
June 2024 the SBOE worked to validate the signatures submitted by the Constitution Party.
June 26, 2024 the SBOE (in a 3 to 2 vote) denies the Constitution Party from being named a
qualifying party and delays the decision pending further investigation.
July 9, 2024 the SBOE approves the Constitution Party to be on the ballot.
July 10, 2024 Helm changes his registration at the Forsyth County Board of Elections Office and joins
the Constitution Party.

Policy Objectives
Harnessing Your Potential
Helm’s platform has four primary planks.
We can balance the federal budget.
There is enough money. A balanced budget makes every American stronger. AMERICA IS FACING A DEBT CRISIS! The other two parties are not addressing this threat. Housing is not affordable, the price of farmland has shot up, and there is general inflation because the federal government has been flooding the market with money. There is too much money chasing too few goods and services; as a result, prices go up. In particular, we are experiencing asset inflation. The Federal Reserve controls monetary policy, but Congress controls fiscal policy. For 40 years Congress has been overspending and underfunding the government. Each year deficit spending adds to the national debt. The debt currently stands at 34 trillion dollars and the interest payments necessary to pay for all of this borrowed money is transforming our national budget. We have a crisis because we cannot afford to pay the regular interest fees that come with all this debt and at the same time carry out mandatory functions of government like national defense. The only viable way to manage this debt is to stop adding to it. Congress must write and adopt a balanced budget. This is the way forward. This is why Mr. Helm coined the phrase, A Balanced Budget makes every American stronger!
Democrats claim that it does not matter how much debt the nation incurs. That statement does not address the reality of inflation. That statement is not founded on common sense. Modern monetary theory is hogwash.
Republicans avoid the issue in a number of ways. Some say the problem is fiat money. Others say the problem cannot be fixed until a crisis forces us to change. Every family and every business in America must disagree with both of those statements. How can every successful business and family in America have a balanced budget if the problem is fiat money? No responsible family or business waits for a crisis to make a change.
Republicans and Democrats are in gridlock. They refuse to work together. If we keep doing the same thing we have been doing for the last 40 years (electing Republicans and Democrats) then we will keep getting the same result. Gridlock Indecision Non-cooperation
Be real. Bi-partisan legislation is the only realistic type of legislation. Mr. Helm supports and has written a balanced budget. It will take real courage and leadership to get it passed and to walk together as a nation down that path. This is the way forward. Vote for Helm. Vote for common sense. Vote for a balanced budget.
We can fix immigration.
Respect for the law and the people who enforce the law makes every American safer. We cannot allow the pathway to citizenship to begin with breaking the law! National borders matter. It is normal to respect rules for entering and for remaining in a country.
Democrats want open borders. That is unthinkable. We have been experiencing an invasion by people coming from our south. Now people from many nations are coming; it is not good for us as a nation. Open borders implies that it means nothing to be an American. That is not true.
Republicans refuse to talk and write legislation. Republicans have put off discussing this problem because they want to be re-elected. This approach has not solved the issue. It is childish. It is not based on deliberation and democracy requires deliberation in order to function.
Being an American means something very important. All over the world people want to come here because our culture is not like other cultures. We need to understand what it is to be American and ask anyone who wants to come here to assimilate to that. Some recommend that we do away with dual citizenship. New citizens must pledge allegiance to our flag as a symbolic action that proves they accept our Constitution, our Declaration of Independence, our Bill of Rights, and our culture. Ours is not a culture of lawlessness. We stop at stop signs. We stand in lines. When the teacher or the tax official or the police officer indicates that we have not followed the law, we change our behavior and comply with the law.
Traditional Families (one man, one woman, one life-long union) are the backbone of America.
One man, one woman, one life-long union families are good for us. Traditional families are good for children. Every child needs a mother and a father. A man leads by sacrificing his own selfish interests for the sake of his family and actively seeking to fill the role of provider, protector, and priest. Husbands and wives submit to each other and mysteriously, God blesses this union. Being married is not always an easy thing; sometimes it is the hardest work you will ever do. Being married is making a decision to love your spouse. A stable family makes every child happier.
Sometimes divorce happens. If we say that divorce kills children, it is because statistically, children who experience divorce are more likely to commit suicide. Many times, divorce leads to the father not being present in the home, such fatherlessness is hard on children. Children are resilient, and we find courage when we hear stories of children who succeed in spite of the imperfect condition of their family. No one wants divorce. Sometimes divorce is necessary. We must care unconditionally for those who have experienced divorce.
Adoption is an excellent system for addressing the imperfection of families and for protecting the interests of children. We must hold parents who adopt with high esteem and act in support of these families within our local communities. Sending children to live in the home of a homosexual couples is treating a child like a commodity. The homosexual couple wants a child, but a sterile union cannot produce one. Therefore, for the sake of pleasing the adults, the adoption agency sends a child to the couple. Children need a father and a mother; adoption by gay and lesbian couples is wrong.
Abortion is wrong. Every abortion is kills a baby. The Declaration of Independence describes the right to life as an inalienable right that is part of being human. What if the abolition of slavery was decided on a state by state basis? We cannot use taxpayer dollars to do abortions, to promote abortions, or to fund groups that do or that promote abortion. We must care unconditionally for those who have had an abortion and for those who think the practice is “not that bad.”
Democrats promote abortion as a woman’s right to choose. This removes the conversation from the framework of marriage. Sexuality outside the framework of one man, one woman, one lifelong union is incorrect.
Republicans vary on what they say about abortion.
Homosexuality is wrong. Practicing homosexuality is a terrible lifestyle decision. There are many ways to be immoral in one’s practice of human sexuality. Looking at pornography, engaging in prostitution, coveting your neighbor’s spouse are all equally wrong forms of sexual immorality. We cannot use taxpayer dollars to promote sexual immorality or to fund groups that do or that promote such acts. We must care unconditionally for those who practice homosexuality as well as other forms of sexual immorality and for those who think the practice is “not that bad.”
Many Republicans and Democrats view homosexuality as an acceptable lifestyle choice. In 2021 and in 2022, the House and the Senate passed legislation promoting homosexuality as the grounds for anti-discrimination lawsuits. This was unfortunate and unhelpful legislation and it should be reversed.
Homosexuality is a behavior, an affliction, like alcoholism. We do not hate people who are alcoholics. Neither do we promote their lifestyle as exemplary. In the workplace, consuming alcohol and discussing one’s attraction to alcohol can lead to one’s dismissal from a job.
By working together, we can move forward.
The American people cannot solve their problems unless Republicans and Democrats work together for bipartisan solutions.
People of faith need to be active in government. Christian, Jewish, and Muslim values are an important part of American culture. Numerically, Christian citizens make up a majority in this nation. A popular modern worldview claims that God is in charge of the church and the state is in charge of civil government. This worldview asserts a strict separation between spiritual, moral thought and action and the secular sphere of activity. In contrast, a Biblical worldview sees God entrusting to humans management of family, church, and state. While there is institutional separation between these three spheres, men and women must draw on the truths made clear in the Bible in order to properly manage each sphere. Secularism is attempting to silence Christian values, but believers assert that every human being and every part of the created order are under God’s authority.
This does not lead us to Christian nationalism. Religious liberty assures that citizens from all religions are free and welcomed in America. God calls out men and women to be active in every sphere of life. Christians should take seriously their responsibility to act as citizens and impact American culture for good. A new coalition of Americans is coming together to lead our nation out of a season of dysfunction. I encourage you to join with me and be part of the change.
The Republican party and the Democratic party have no statement on the impact of partisan politics or secularism on American culture and government.

Legislative Agenda
Work together
The American people cannot solve their problems unless Republicans and Democrats work together for bipartisan solutions.
Be Responsible
1. Balance the budget.
A balanced budget makes every American stronger.
Common Sense Details: Congress must prepare a balanced budget, on time, every year.
2. Control the border.
Work for 100% legal, orderly immigration. Only accept asylum claims at US Embassies abroad. Adjudicate an asylum claim outside the USA before the entry of a person. Respect for the law and the people who enforce the law makes every American safer.
Common Sense Details: Stop allowing migrants to enter illegally.
Ask persons who have come here illegally to go out and to come back in a legal manner.
Enforce immigration law in every state, city, town, and square inch of America.
3. Address fatherlessness.
Children need a mother and a father. Promote one man, one woman, one lifelong union as a valuable system. Teach youth to finish school, get a job, get married, and then have children. A stable family makes every child happier.
Common Sense Details:
Young people who change the order of those above steps are moving toward poverty.
Sexual activity within the framework of marriage is the way forward.
Children suffer from living in unstable and fatherless (or motherless) homes.
Championing single-parent homes does not promote diversity, it promotes irresponsibility.
Homosexuality is wrong.
4. Fund Social Security.
This is one way to honor your father and your mother.
Common Sense Details: No one in retirement should face a change in benefits.
No low income American should face a benefit cut.
5. Redeem Healthcare.
The U. S. healthcare system is in need of many revisions. Begin to fix the healthcare system by requiring transparent prices.
Common Sense Details: Having a menu that describes the good or service that is requested and the cost of that good or service is a normal part of free enterprise.
As we reform the healthcare system, we can reduce the cost of healthcare services for citizens by making the healthcare system more competitive. We can also reduce the size of subsidies that the U.S. government is inserting into the healthcare sector. Reform in the healthcare sector can contribute to the reduction of U.S. government spending.
Value Public Safety.
- Owning guns is not the problem, it is our constitutional right! Any citizen has the right to own any weapon. We share a societal responsibility to keep weapons out of the hands of dangerous people. We have rules in place that govern the sale of guns.
- Complying with laws and complying with those who have the task of enforcing the law is the right thing to do.
Be thankful for Youth and for Education.
- Parents are in charge of education.
- Learning financial literacy is an essential part of becoming mature.
- Respect for persons who are older than you is a reliable rule of thumb.
- Six years of elementary school is a right; six years of secondary and technical school is a privilege; additional education at a reasonable price.
Protect America
- An all of the above Energy strategy is the best way forward.
- Protect the Environment – the soil, the water, the air. Families must choose to recycle and adopt alternatives to fossil fuel consumption.
- Our priority should be to have the most efficient, effective and powerful military in the world.
Common Sense Details: A world led by America is safer than one led by Russia or China.
Veterans deserve our respect and our support as they transition to non-military service.
- America should lead in developing ethical artificial intelligence.
- One to two years of mandatory national service in the military or in the community can help to heal America’s divide.
- Abortion is wrong. Every abortion kills a child. Taxpayer funding should not be used to pay for abortion, to promote abortion, to fund healthcare providers that perform abortions, to fund organizations that promote abortion. Sexual activity outside of the framework of marriage is wrong.
Abortion should not be considered as a means of birth control. There is a case for abortion when either the mother will lose her life or the child will lose the opportunity to live. The entire community grieves deeply for either loss, and the extremely rare case when a husband and wife make this decision should not be discussed as a political issue.
